I would recomend Chrono Cross, it pwns way more than Xenogears.
Xenogears is IMO the best game ever. I can't possibly describe how much does it rock. Not only it's HUGE, takes 80 to 120 hours to complete, and the essential cut-scenes game script is as long as a book, but it has an unique, deep, surprising story with dozens of plot twists. Xenogears will make you laugh and cry. Famous for its religion bashing, Xenogears does a deep reflexion on the church, belief, and god. And when you think you know everything that's going on, you discover you were just another "lamb". Xenogears is an unique experience you'll always remember on a life-scale; as I'm always thinking of my thoughts and philosophy "before Xenogears" and "after Xenogears".

Both. It depends on what your into RPG's for, here are the pro's and cons of each game, for me at least:
Chrono Cross:
+Beautiful graphics
+An appropriate and enjoyable soundtrack (by Yasunori Mitsuda).
+A great and well polished story
+44 characters, 11 endings and several paths through the game; its unlinear, but done very well.
-Not an epic, will last you 40 hours max to beat it first time.
-Its unlinear, and so you'll feel you have to play it again to get the most out of it.
-Battle system can get a bit monotonous.
Overall: Its not long, but its well polished and has very nice graphics and music. A preference if you love RPG's such as that of the Final fantasy series, and the original Chrono Trigger.
Xenogears:
+Epic plot, spanning 80 hours+ incorporating religious themes, and a lot of japanese ideas.
+An incredibly powerful soundtrack (by Yasunori Mitsuda).
+Some interesting mini-games, like real-time mech-battling.
+Anime cut-scenes.
+Linear gameplay and direction
-Graphics are offputting at times.
-Anime cutscenes were poorly dubbed and timed.
-Its just like an anime: they rushed the ending.
-Linear gameplay and direction, you dont get much choice in the game at all.
Overall: The story and music are the key reasons to play through Xenogears, but only if you can bear with the lacking graphics and a less than satisfactory ending. Its definately more for the devoted and hardcore RPG player with lots of time on his/her hands.
Anyhow, if i have to make an opinion on which is better, i would say Chrono Cross; I simply had a better time with it. For Xenogears, i think it has yet to reveal its true beauty, and through through the Xenosaga series i think it will.

I don't think Xenogears has an unsattisfactory ending; the FMV is definitely rushed (bad A/V sync and video mixing bugs), but the story happening in it doesn't seem to be rushed.
Your right, the storyline content there was great, as was the animation. But the poor dubbing hurt the impact the story had, which is a shame when you consider how amazing the dubbing for the intro sequence was, they had it perfect there.
But then again, like yourself, if your willing to overlook its imperfections and just enjoy it for the story, then it'll be one of the best gaming experiences possible. However, a lot of people will find it hard to see through, which is to be expected since there are high presentation standards when it comes to RPG's thesedays.

One problem of the Xeno series is that its story is so deep, complex, and philosophical, and it has such a high cutscenes to everything else ratio, casual gamers may not like it. Some reviewers gave it low scores because it was full of dialogues. . .

Wow, its ironic how it was Nietszche came up with a quote so appropriate to the Xeno games.
The game playing world is split up into those that love xenogears, hate xenogears, and those that havent played it enough to make up their minds. I love Xenogears, but realise why people could dislike it, its at the extreme end of the RPG spectrum and understandably its not going to be everyones cup of tea.
That said, it did sell very well in both Japan and America regardless of peoples reactions to it, and the sequel has also achieved a cult following. Pity they keep forgetting to release the games in an an area with high profit potential (read: europe).
